Public Will Building

Preventing the “silent epidemic” of early childhood tooth decay takes a comprehensive approach. Our approach goes well beyond behavior change and health literacy. It also focuses on systems and policy change.

Using a public will building approach, we are supporting social change. This includes integrating grassroots outreach with traditional mass media. The process connects our issue—child oral health—to the values of individuals and groups. This leads to deeper public understanding of the importance of child oral health. It also creates an urgency to spur change when it comes to norms, policies and environments. The result is new and lasting community expectations that shape the way people act, think and behave about children’s health. (

Our community partners help us reach people through a variety of outlets. Our research and evaluation help identify effective solutions in this initiative’s evolution. By connecting to Coloradans, we can affect systems change in local communities that will improve health across the state.
